UK Targets Russia with "Biggest" Sanctions Package
The Foreign Office described the measures as the largest single sanctions package imposed on Russia during the conflict, with a sharp focus on crippling the Kremlin's ability to fund its ongoing military campaign.
"Today's action targets one of the world's largest oil pipeline companies, PJSC Transneft, responsible for transporting over 80% of Russian oil exports, further hampering the Kremlin's desperate scramble to find buyers for its sanctioned oil," the statement said.
Beyond the pipeline giant, the package dismantles Russia's shadow oil trade, placing sanctions on 175 companies linked to the "2Rivers" oil group — identified as one of the world's largest shadow fleet operators and a principal trader of Russian crude. An additional 49 entities and individuals were targeted, encompassing international suppliers of drones, military components, and technology, alongside key players in Russia's liquefied natural gas sector. Nine banks facilitating Russian cross-border payments were also swept into the measures.
Foreign Secretary Yvette Cooper, speaking from Kyiv, tied the announcement to a fresh financial commitment. "The UK has today taken decisive action to disrupt the critical financing, military equipment and revenue streams that sustain Russia's aggression, in our largest raft of measures since the early months of the invasion," she said. "Today I'm in Kyiv announcing £30 million ($40.52 million) in funding to strengthen Ukrainian energy resilience and support recovery, taking the total UK support to £21.8 billion since the start of the war."
Cooper further underscored Britain's long-term commitment to the region, adding that they will continue to stand with the people of Ukraine and defend European security, as "Ukraine's security is our security."
